Gotz Philip Heath Baby Doll?

This cute ethnic baby has a vinyl shoulder plate and swivel head. She looks ethnic. She is marked Gotz on her back. Anyone know her name or if she is one of Philip Heath's sculpts? She is approx. 19" in length.

To the best of my recollection, this is not a Philip Heath doll. I believe it is Fleur by Tara Heath, one of his daughters.
